How do I get my chihuaua to stop peeing on rugs?

I just rescued a 4 year chi. She is wonderful, but she keeps peeing on my rugs. She does good for several days and pees on her pee pads and then out of nowhere pees a rug. I can’t afford to keep replacing my rugs. Also, I walk her twice a day and she does her business. Help!
